- DescriptionSY The fifth regular session of the General Conference of the Internationat© Atomic Energy Agency (IAEA) opened in Vienna, the IAEA's headquarters, ox on September 26, 1961. Delegates from 76 member states as well as observers from the United Nations, the Specialized Agencies and other international organizations take part in the Conference. Meetings are held at the historic Hofburg, Vienna's former Imperial Palace, and are expected to last for two weeks. H.E.
