- DescriptionDr. Pierre Louis Balligand of the Commissariat de l'Energie Atomique, will succeed Dr. Hubert de Laboulaye as Deputy Director General in charge of the Department of Technical Operations of the International Atomic Energy Agency (IAEA), its Director General, Mr. Sterling Cole, announced today. | Dr. Balligand is a graduate of the Ecole Polytechnique. He heads the Division of large research reactors of the French C.H.A4. and has contributed much to reactor development in France.
